DE NAHRO Annual Conference
The Housing and Health Partnerships: Supporting Successful Tenancies Conference is designed to discuss issues and resolutions that affect the clients of Housing and Social Service Professionals.
Renters ad homeowners may need guidance in maneuvering through the government process to qualify and obtain health & social service assistance. Social service clients might need to know how to access or stay in their housing. In these economic times we must be mindful of the increased need to combine programs and how best to deliver them to the families that need them most.
Session swill include topics such as:
- Landlord Recruitment & Retention
- Accessing Housing
- Tenants Rights & Responsibilities under the Tenant/Landlord Code
- Tenants in Crisis
- Financing Supportive Housing
- Overcoming Barriers to Housing/”Tenants with History”
- Accessing Mainstream Services to Maintain Housing
This one day conference at Dover Downs conference Center is the perfect opportunity for Health & Social Service and Housing Professionals to find ways to best assist, and where to direct, their clients when multiple benefits/services re needed.

As part of NAHRO’s Housing America Campaign, a poster contest is held each year for children residing in affordable housing and community development owned or administered sites. The theme is “What Home Means to Me” Poster submissions are due April 25, 2019.
Prizes are awarded to the top 3 winners in each age group;
- !st Prize = $100 gift certificate
- 2nd Prize = $50 gift certificate
- 3rd Prize = $25 gift certificate
The top winner in each age group is submitted to National NAHRO to compete nationally for a $500 savings bond.
Submission deadline for the posters is April 25, 2019 to the Property Managers who have until April 29th to get the posters to one of the 4 convenient designated locations noted on the application forms.

Congratulations to Maria Bynum for receiving the
2018 Robert S. Moyer Award
As the Delaware Field Office Director for the U.S. Department of Housing and Urban Development, Maria Bynum is the “face” of HUD in the First State. Prior to assuming her present role nearly five years ago, she served as the Regional Public Affairs Director for the Mid-Atlantic Region serving Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia and West Virginia. Maria received the 2016 Regional Administrator’s Special Recognition award for her work in support of Delaware being named the third state in the nation to effectively end veteran homelessness. She began her federal career in public affairs with the U.S. Department of Agriculture in Washington, D.C. coordinating communications for the Department.
In her role as Field Office Director, Maria has been an instrumental partner to several initiatives throughout Delaware. Most notable was her involvement in the Mayors Challenge to End Veterans Homelessness, where she choreographed the essential connections and jump-started the missions of jurisdictions in all three Counties in their efforts participate in the National Initiative. With her help, Delaware became one of the first states in the country to effectively end veteran homelessness. Maria truly embodies her statewide role, traveling regularly to Sussex County, Wilmington, and all points in between to attend meetings and events, as well as offer invaluable support and guidance. Her experience, passion, and constant optimism are truly appreciated.
Maria grew up in Delmar and spent time in front of the camera as a News Anchor with WBOC-TV in Salisbury, Md.
Congratulations to Karen Spellman
for receiving the
2018 Ambassador Award at the DE NAHRO Annual Meeting
Karen A. Spellman is the Interim Executive Director of Wilmington Housing Authority, a position she has held for the past two (2) years. Karen has over 20 years of executive-level experience at WHA and 18 years of experience working at the U.S. Department of Housing and Urban Development. Karen’s broad knowledge of the housing industry, compassion for others and commitment to doing what is right is highlighted in her accomplishments, which include:
- Developed the One Stop Shop – designed to assist residents with becoming self sufficient by offering economic development, education, parenting, financial management, homeownership counseling, etc. via partnering with various social service agencies in the City of Wilmington and the State of Delaware. These programs have assisted over 28 families with becoming owners of their own home.
- Responsible for writing a grant awarded on behalf of the Pearl Center Project in the amount of $246,000 to build housing for homeless veterans.
- Plan to use an Energy Performance Contract and Capital Improvement funding to rehabilitate 36 long-term vacant scattered site units within 18 months after we receive HUD approval. These units will be included in the Section 32 Homeownership Program creating more homeownership opportunities for WHA’s residents. Upon completion WHA’s Public Housing Program will qualify for high performer status.
- Building a Solar Energy Farm located in Southbridge that will generate energy savings in excess of $1.2 million for WHA.
- Ownership of The Park View has been reverted back to WHA via limited partnership buy-out.
Wilmington Housing Authority has been going through some difficult times during Karen’s tenure as Interim Executive Director and through it all Karen has been the “anchor” for WHA’s employees, residents, and the mission of the Agency.
Karen has also been a member of the DE NAHRO Executive Board since 2012. During her time on the Board she has been a strong supporter of the organization. One of her many contributions included coordinating a number of the sessions at the DE NAHRO sponsored 2014 MARC Conference.
In addition to her dedication to WHA, Karen loves spending time with her four (4) children Keisha, Deanna, LaVar and “adopted” son Tyrell, their significant others and her fifteen (15) grandchildren.
