As part of NAHRO’s Housing America Campaign, a poster contest is held each year for children residing in affordable housing and community development owned or administered sites. The theme is “What Home Means to Me” Poster submissions are due August 4, 2020.
Prizes are awarded to the top 3 winners in each age group;
- !st Prize = $100 gift certificate
- 2nd Prize = $50 gift certificate
- 3rd Prize = $25 gift certificate
The top winner in each age group is submitted to National NAHRO to compete nationally for a $500 savings bond.
Submission deadline for the posters is August 4, 2020 to the Property Managers who have until August 7th to get the posters to one of the 4 convenient designated locations noted on the application forms.

Congratulations to Devon Manning
for receiving the
2019 Ambassador Award at the DE NAHRO Annual Meeting
As a Planner in the Delaware State Housing Authority’s Policy & Planning Section, Devon is a leader in many critical partnerships and the agency’s planner specializing in supportive housing and homelessness issues. Before she joined DSHA, Devon was an Americorps volunteer with Habitat for Humanity of New Castle County.
In her time at DSHA, Devon has been a leader in several new initiatives. She was a key member of the interagency team that developed and initially implemented the State Rental Assistance Program (SRAP), which has grown from a pilot in FY2011 to a well-established, proven program now helping about 700 households with special needs in Delaware. She has continued to be integrally involved in this program as it has grown, and advanced other new initiatives to increase housing opportunities for special populations such as the creation of project-based rental assistance and leading applications from Delaware for new allocations of Section 811 Mainstream Vouchers for people with disabilities and VASH vouchers for veterans.
All together, her work has contributed to close to 1,000 units of different types of rental assistance for people and families with special needs in Delaware. Everyone who works with Devon knows she is driven by the belief in everyone’s right to a safe, affordable home, and our shared duty to do our very best for the people we serve.
Devon has also been a leader for many years in DE-NAHRO, leading the Professional Development Committee and planning annual conferences, and contributing greatly to other events in the affordable housing community.
Devon holds a bachelor’s degree in History from The Ohio State University and a Master’s Degree in Public Administration from the University of Delaware. She lives in Milton, Delaware with her husband Andy and two daughters Emilia and Julia.
